Faculty of Law, UB held a guest lecture with the theme “Management of Preservation of Cultural Heritage of Malang City as a Step Save the National Wealth” on Monday (9/10) which is held in Auditorium Room, 6th Floor of Building A Faculty of Law, Brawijaya University. The event was spearheaded by the chairman of De HAN’S who presented resource persons from the Department of Culture and Tourism of Malang City / Cultural Heritage Preservation Team / Balai Preservation of Heritage (BPCB) of East Java, Mr. Agung Harbuana, S.E., M.SE. and also attended by several lecturers and students of Faculty of Law, Brawijaya University.

He expressed his appreciation to the committee and law faculty students about the selection of themes that are rarely noticed by the community, especially the Law Faculty Students. Because the discussion of cultural heritage is usually only discussed by the Faculty of Cultural Sciences or the Faculty of Social Sciences. In his statement, Agung Harbuana S.E., M.SE stated that the function of cultural heritage is as one of the resilience of the Indonesian nation, the cultural heritage is the cultural heritage.

Cultural Heritage includes several types, namely: Objects, Structures, Buildings, Sites, and Regions. Criteria of something can be regarded as a cultural heritage if it has meiliki age of more than 50 years and has a special meaning for personal strengthening of the nation. Cultural Heritage is divided into several rankings, namely: City / District Cultural Reserve, Provincial Cultural Heritage, National Heritage Reserve. In the city of Malang itself is estimated there are 1555 Cultural Heritage, but in fact only 1 building 30 buildings and 60 newly identified as a cultural heritage, this is really apprehensive considering the number of cultural heritage in the city / regency of Malang is only less than 10% officially supervised by the city government / district of Malang. In the city of Malang scattered cultural heritage buildings berarsitekttur colonial Dutch to archaeological sites in the form of temples, rows of Dutch colonial architectural house was found in the area Ijen Boulevard. Unfortunately at this time only about 20 units of houses in the area designed by Ir Herman Thomas Karsten in 1914 ago. Whereas in the past there were 80 units of houses designated as a resting place of the Dutch colonial authorities. The unfortunate fate of the cultural heritage is not only in Ijen Boulevard area, many cultural heritage buildings have now been transformed into shops, offices, and so on that have altered and even destroyed the original building to be rebuilt.

Development and utilization of cultural heritage often differ with preservers of cultural heritage, this is because of the conservationists do not want the cultural heritage exploited so that it can damage the cultural heritage itself, but on the other hand, the development and utilization also try to maintain the cultural heritage by utilizing and developing without changing the shape and function of the cultural heritage because if the cultural heritage is not maintained and not developed and only let dikawatirirkn will even damage the cultural heritage slowly.

Efforts have been made by the government to maintain and maintain the cultural heritage, such efforts include: Establishing TACB, Completing the rules RANPERDA, Cooperation with various communities of cultural heritage lovers, and socialize through social media. But the government still has limitations on the cultural preserve of private individuals or private institutions, because the government does not have absolute right over the cultural heritage. [Fjr]
